My experience as a developer working on Mozilla Linux fonts is
that it is very common to need font merging. Consider Latin1
documents generated on Microsoft systems: these often have
"smart quotes" which are not covered in iso8859-1 fonts.
The Euro, bullet, and others also are also fairly common.

It seems to me to be very Western centric to think that a
Japanese user would only want to read Japanese and English
but never any other language combination such as Japanese
and Hindi. (ditto other users/languages)

Specific apps may choose to only support a limited language
set.

The core system needs to work reasonably for all users
regardless of which Unicode ranges they may want to look
at at one time.
