If your intention is to create bitmap fonts for X11(BDF), you may refer to http://partners.adobe.com/asn/developer/pdfs/tn/5005.BDF_Spec.pdf Standard Unix text manipulating tools (shell,perl,awk,sed,...) are all you need, I guess unless you draw/fix glyphs.
