  There are a few sets of free truetype fonts (Baemuk) for Korean and
are included in most Korean distribution of Linux. The license is very
liberal and I think there's no problem using them as a part of TTF
equivalent of Unifont/misc-fixed.

  If your intention is to create bitmap fonts for X11(BDF), you may
refer to

Standard Unix text manipulating tools (shell,perl,awk,sed,...) are all
you need, I guess unless you draw/fix glyphs.

P.S. Apple, Adobe,Microsoft and perhaps foundries like monotype  have
a lot of reference materials on fonts and typography available on the net.
