No, "ml_IN" is the locale name; the language code is "ml" (two letters) or "mal" (three letters). For naming the keyboard layout, I suggest you name it "mal", that will be consistent with all other keyboards for indic languages that are named from the three letter language code. > Also We have Malayalam Locale DB and GPLed Malayalam unicode font.
