Keeping them separate makes sense to me ... the fs ordering
changes are intentional and it doesn't seem that the maintainence
costs are very high for having them separate.
(As discussed elsewhere, the fs ordering needs to be fixed for
at least ja_JP.UTF-8, since it currently looks for ISO-10646-1
fonts before JIS encoded fonts.)
