As I read the documents, our references to a "local process" for the
I2RS agent do not mandate an implementation. Process in this context is
a way of describing a collection of state and manipulation logic for
working with the I2RS messages (protocol machinery and storage).
Whether it is actually implemented as a separate process, a thread, or
part of some other processing logic in the router is a local
implementation matter, and not our business.
