Ada perbedaan prinsip filosfi pengelolaan industri Migas di Indonesia
dan di Malaysia. Di Indonesia migas sebagai penghasil devisa, tetapi di
Malaysia migas sebagai penggerak ekonomi. Jadi di Negara kita orientasi
ekspor migas masih kuat, walau belakangan prioritas untuk domestic, dan
produsennya mulai gerah dengan kebijakan ini, seyogyanya kalo untuk
domestic pemerintah harus ikut investasi langsung (State Direct
Investment), ternyata pemerintah belum melakukan investasi langsung tapi
membuat kebijakan untuk memprioritaskan domestic, ini akan berdampak
investasi migas dimasa datang. Di Malaysia migas untuk penggerak
ekonomi, cadangan yg dipunyai petronas-pun diprioritaskan utk domestic
security of supply. Pemerintah Malaysia melakukan investasi lewat
Petronas. Lha kita sekarang gimana? PERTAMINA bukan seperti dulu
lagi...Petronas berkata...Aku masih seperti yang dulu (seperti Perlakuan
Pertamina sesuai UU 8/1971).

Ingin menggaris bawahi prestasi industri migas tetangga ini dari tiga
sudut: cadangan, keuntungan dan reserve replacement. Cadangan nambah
terus.
Saat ini cadangan domestiknya 5,25 billion barrel dan 88TCF. Dari
operasi
internasional cadangannya 5,94 boe. Total cadangan domestik dan
internasional jadi mendekati 26 billion boe. Produksi domestiknya 1,164
juta boepd (dari total produksi Malaysia 1,656 juta boepd). Petronas
berhasil mengelola 70% dari total produksi seluruh industri migas di
negaranya. Produksi dari operasi internasional 0,43 juta boepd.

Keuntungan juga meningkat pesat. Tahun anggaran 2005/2006 Pre-tax
profitnya
naik 21% menjadi RM70.2bil (lebih dari U$18 miliar). Sebagai bandingan
keuntungan bersih Exxon tahun lalu itu U$25 miliar. Dari sudut pandang
bangsa Malaysia, keuntungan kotor itulah keuntungan bangsanya dari
industri
migasnya karena pajak Petronas untuk negara mereka juga.

Total produksi tahun anggaran lalu itu 604.5 juta boe. Dengan
keberhasilan
eksplorasinya Petronas berhasil mengganti 1,8 kali dari cadangan yang
dihabiskan. Cadangannya bukan habis tetapi justru nambah. Menurut
laporan
Platts ini, "The group's continuous effort to replenish the nation's
hydrocarbon resources have resulted in a fairly constant reserve life
for
Malaysia -- an average of 20 years for crude oil and condensates and 34

PETRONAS lifts oil, gas reserves to 25.85 billion boe

Petronas lifted its total hydrocarbon reserves by 2.2% to 25.85 billion
barrels of oil equivalent as of January 1, 2006, from 25.29 billion boe
the
previous year, the company said on Thursday. Domestically, reserves rose
to
19.91 billion boe from 19.36 billion boe, the company said. Petronas
achieved a reserve replacement ratio of 1.8 times.

Crude oil and condensate reserves rose from 5.16 billion barrels to 5.25
billion barrels while natural gas reserves increased from 85.20 trillion
cubic feet to 87.95 Tcf, equivalent to 73.6% of Malaysia's total
reserves,
the company said, while announcing its 2005-2006 financial results. "The
group's continuous effort to replenish the nation's hydrocarbon
resources
have resulted in a fairly constant reserve life for Malaysia -- an
average
of 20 years for crude oil and condensates and 34 years for natural gas
reserves, at current rates of production," the company said.

A total of 604.5 million boe of crude oil and natural gas, or an average
of
1.66 million boe/day, was produced in Malaysia during the year from
April
2005 to March 2006, slightly lower than the 617.1 million boe recorded
in
the previous period. Petronas attributed the drop in output to shutdowns
for maintenance and repair work at several fields operated by production
sharing contractors. Two new projects, the South Angsi oil field
offshore
Peninsular Malaysia and the Shallow Clastics gas field offshore Sarawak,
started production, bringing the number of producing fields in Malaysia
to
77, Petronas said.

INTERNATIONAL RESERVES UP MARGINALLY AT 5.94 BILLION BOE

Meanwhile, Petronas' international reserves rose slightly to 5.94
billion
boe as of January 1, 2006, compared with 5.93 billion boe the previous
year. The group's international reserves replacement ratio stood at 1.1
times, driven by an aggressive exploration campaign that yielded
international oil and gas discoveries of 109 million boe. Petronas'
international production rose from 140.5 million boe or 385,000 boe/day,
to
157.8 million boe or 432,300 boe/day in April 2005-March 2006 as a
result
of higher production from Egypt and the Malaysia-Thailand Joint
Development
Area, the company said.

STEPS UP COST OPTIMIZATION EFFORTS

While the industry has intensified its exploration and development
efforts,
it has led to a significant increase in the cost of materials, equipment
and services required by the industry. "To mitigate the situation,
Petronas
has stepped up cost optimization efforts such as the chartering of
drilling
rigs and vessels on long-term basis and procuring production sharing
contractors' supply of equipment and services through joint tender
exercises in order to capture economies of scale," the company said.

Petronas and its PSC partners are meanwhile embarking on a Sabah Oil and
Gas Terminal integrated project, the company said. The project involves
the
construction of a pipeline from offshore Sabah to an onshore oil and gas
processing facility in Kimanis, Sabah with a storage capacity of 300,000
b/d of oil and an onshore gas terminal. The processed gas from the
terminal
would be transported via a 480 km gas pipeline to be constructed from
Kimanis to the Petronas LNG complex in Bintulu, Sarawak
