Poor excuse or not, it is political reality in many shops. The people who make the decisions to lock down the desktops don't always think these things through clearly and don't want to listen to non-standard requests. It wasn't too long ago that it took me 3 weeks (at a job I no longer am at for obvious reasons) to get the PC support staff to unlock my screen so I could even hide the taskbar to allow me to see the OID line on my full-screen 3270 emulator!
