If TSO is "a dead horse", as you say, then what is the currently available
replacement for TSO (i.e., normal, everyday developer access and usage)
supposed to be?  Has IBM ever told anyone their intentions on this subject?

I think Ed has overstated it. TSO is stabilized but supported, not dead. And ISPF is still being enhanced (although few enhancements in recent years).
