Maybe some of the member names in the two PDS files are identical? Concatenations will only return the *first* occurence of a given unique member name, all other members named identically below that first one are ignored.
That explanation, however, can't explain the difference between the two runs. I would think the number of uniquely-named members was identical, unless someone added a new uniquely-named member to one of them in between those two runs.
