That's an interesting task.

As Phil says in his disclaimer, the MIPS are subject to the same rigour
as the ones who charge you for them (nada).

There are many articles out there (including one I wrote) as to why
MIPS means:

Misleading Indicator of Processor Speed.
Management's Impression of Processor Speed.
Marketting Implication of Processor Speed.

There are way too many factors for one number to fit all.
