While this isn't what you asked for, I accomplished this by creating esoterics (or is that generics, I can't remember which is which) that were specific to each 3490E CHPID/CU, i.e. TAPE1, TAPE2, TAPEx.
i.e. FDR full volume dump job //TAPE1 DD ... UNIT=TAPE1... //TAPE2 DD ...UNIT=TAPE2...
