One must ask: what measurements does he present to back up his opinion that it's I/O contention? Do you have Epilog (from Candle/IBM)? And if so, would you have historical records for this job? Epilog gives a pretty accurate picture of where a job spends its time. Barring that, you can analyze the SMF records for the job over time and see where it's spending its time. If you have MXG or something like it, it will be even easier. There are also SMF type 42 records for the I/O but unless IBM has accepted and acted on some SHARE requirement, I think that will only show DASD times.
