There is no such thing as "just shuffling money around". One of the
"pluses" of going to PCs here is that the end user department is
actually paying for some things that IT used to pay for. This actually
INCREASES the cost to the company as an entity, but DECREASES the IT
budget. So it is "good" for IT to "just shuffle the money".
