I seem to recall an earlier post stating that it is (currently) cheaper in some cases to support the current stuff than to migrate it. That being said, the answer to your question about people in their right mind buying OS/2 based PCs would be those companies (I know of a couple at least) that are still running older OS/2 based applications. The application works and the company doesn't want to replace it. (not mine, BTW)
