How big is your RSVNONR anyway? To increase it by 1000 only takes about 130K of SQA below the line (if CSCBLOC=ABOVE) and perhaps a little less since z/OS 1.3. Unless you are also running IMS on the same LPAR(s), I would think you could make a substantial RSVNONR increase without it being a major issue.
