This has been the way to go (recommended by IBM), since before MVS/XA.
Allocate a 1-cylinder PLPA, on the same pack as the CSA page dataset.
Ingnore the message.
Go on with life. (8-{]}
From the other hand - is there any *advantage* from ignoring the above ?
Of course except potentially wasted few cyls for PLPA page dataset.
I know, reallocation means some action, effort.
Or the recommendation means "it's irrelevant, just ignore it" ?
