Not true if the EOF record is already there. You can rewrite the EOF record into the same space on the track without using a formatting write, although this does not usually accomplish anything useful.

True and True. An EOF record has a zero data length by definition, so there is no data to update. Actually I think a WRITE DATA CCW with a zero data length would cause an error. An EOF can have a key and you could then do an update write (WRITE KEY/DATA CCW) to change the key, but no access method or program I know of supports a key on an EOF.
