The rationale of FIN is to avoid pre-announcing features, so
nothing is ever "FIN for" a particular release.

Since the FIN latency now is 24 months (even if it were the
old 18 months) there's little chance it will make 1.8. In
fact, with a couple months' delay, it could miss the window
for FIN in 1.9. Perhaps it will be corrective service, instead.
