I understand that resolutions to FIN APARs have appeared in beta releases
scant weeks after closure. Likely customers with direct experience are
not at liberty to discuss. It's likely in such cases that IBM had
discovered the defect independently and already had a repair in
perparation.

The console developers updated the z/OS V1R7 MCSOPER macro within a week of my reporting a problem. The issue I raised was not already in the works. But, as with many fixes that take more time to document than to code, adding support for the &MIGIDMNOTE SETC SYMBOL was a "nit". I would definitely put the proposed changes to the RACF macros in that category. Probably not more than an afternoon's work.

Even without knowing the code intimately, my expectation is that it would take much more time to add the new HLASM option (document it, parse it, display at top of listing, etc.) than it would take to actually add the code to bypass the PAGE0 diagnostic for RX-type instructions with non-zero index register specifications.
