Because a tape label only has the last 17 characters of the DSN.  If you
have a tape management system, it may store the complete dsn.  If they
are cataloged datasets, your task is easier, but not trivial.   

If you have a "report writer" for your tape data, it might be possible
to generate the proper JCL with some coding.  If you have a popular tape
system, such a utility might be a candidate for the CBT shareware site,
after you develop it.  I haven't looked, there just might be something
there already.  Check www.cbttape.org
