Not the same thing at all. He is asking about the 3270 (PCOM) emulator
on the HMC desktop -- not the "Operating System Messages" notebook in
the HMC application. z/OS does not support it.
Ed I am not talking about the message manual option. I am referring to the
HMC intergrated 3270 console on the z800. I don't know about what VM can
and can't do but My test z/OS 1.4 lpar can and has run from it.

I'm not sure what the "message manual option" is. We don't have that on our z800. But, if you're saying you've used the full-color 3270 PCOM sessions on the HMC as MCS consoles (not SMCS), then I'm guessing you've configured the emulators to connect via a LAN connection from your HMC (acting in this case as any "garden variety" PC) to a 2714 or other TN3270 server z/OS believes to be a 3174 controller.

I'm a little confused about the comment about it being ugly, slow, and not receiving all messages. Such comments would certainly apply to the HWCI used by the Operating System Messages notebook within the HMC application.

If you believe you've actually accessed the HWCI (SYSCONS) interface using the integrated 3270 emulator, you don't need to wait for a "no consoles" condition to try it. Just issue 'V CN(*),ACT' from the emulator and the console should activate. Then issue "D C,CN(*)" and it will report information about itself. Perhaps you could post that here.

I would be curious to know what your configuration looks like:
o Double-click on the "Session A" icon at the bottom of the HMC.
o Click on "Communication -> Configure ..."
What is selected for interface, attachment and host? (Dark blue colors denote selection.)
o Click "Configure". This should bring up the Session Parameters screen.
o On the Session Parameters screen, click "Configure Link".
What appears there?

If you have this configured as other than TN3270 (e.g., coax), some of the prompts may differ.
