In my opinion, this is less a JCL issue and more a JES job management issue. For JES3, the Initialization and Tuning Guide gives an elaborate description of C/I phase, which includes cataloged data sets resolution, followed by a description of resource allocation. For JES2, I fould less documentation in the Initialization and Tuning Guide, but It might give you some direction..

JES3 is intimately involved in dataset allocation, as part of its job scheduling function. JES2 is much less involved, leaving it to MVS job and step initiation functions. So I would not expect to find any info on this in a JES2 manual.
