You're conflating two unrelated manuals. There was a functional
specifications manual for each model, but only one PoOps for the
entire[1] S/360 line. Likewise for S/370, at least until ECPS: VSE.
The timing, when available, were in the functional specifications.
[1] The 360/20 and 360/40 were not really part of the line.
