That message is typical when the IPL device is not accessible. One common reason, all of its channel paths are offline or in standby.

Then I wen to see the hardware message, the problem description shows below: "An error was detected in the CPC which caused the load operation to fail. " -- There is no other information there, even no disabled wait PSW. The most strange thing is that all the 10 LPARs have the same load problem and the same message.... Is it hardware problem?
