As of the last time I tested it (several years ago now), IBM's awk does indeed read legacy datasets with no problems whatsoever. Just use the usual //'DD:ddname' or your choice of legacy filespec and it works like a charm. IIRC, the restriction against legacy datasets is only for programs that do not use "fopen" for their files. As of the last time I tested it awk apparently does use "fopen".
