I haven't been in a shop that did it that way in quite a while, but my current shop (and most others I've been at) do clone via full volume copy of their maintenance volume, so that is essentially the same thing. However... Some of the shops I've been at clone via logical copy instead of full volume copy of their IBM maintenance sysres, in that case, doing the task within SMP/E wouldn't do anything put create a WTOR for someone to respond to. Of course those cloning procedures included a step to create IPLTEXT every time you cloned, so it wouldn't have been an issue regardless.
