My $.02 says to leave it as is.  In my shop, we have 2 RES volumes that we swap 
between for fixes and upgrades, rather than a single SMP/E-owned volume that 
gets cloned to different RES volumes.  I would much rather rely on the HOLD 
data and/or serverpac upgrade step that tells me to put the IPL text on the RES 
volume than to have SMP/E automatically put it on without telling me.  If I was 
doing the cloning, having the reminder earlier in the process (as part of the 
install) would help my old, feeble, forgetful mind remember to run the ICKDSF 
job when I'm ready to roll the new software to the RES/IPL volume.

I haven't been in a shop that did it that way in quite a while, but my current
shop (and most others I've been at) do clone via full volume copy of their
maintenance volume, so that is essentially the same thing.

However...

Some of the shops I've been at clone via logical copy instead of full volume
copy of their IBM maintenance sysres, in that case, doing the task within
SMP/E wouldn't do anything put create a WTOR for someone to respond
to.  Of course those cloning procedures included a step to create IPLTEXT
every time you cloned, so it wouldn't have been an issue regardless.
