Interesting that you should mention the CMS file system and MVS.
Back around 1982 I was working for IBM in the Poughkeepsie, NY lab. Four
of us did a prototype which ran CMS in a TSO address space under SIE.
My part of the project was the implementation of the CMS file system,
which I did using VSAM CI access and 4K CI blocks. In this mode VSAM
doesn't care what is in the CI, so it was perfectly capable of letting
the application using the file interpret its contents. In this case, the
"application" was CMS.
I always thought that the idea was revived for the implementation of
Unix HFS files for OMVS. Of course, that idea might have been invented
from scratch a second time. I don't know.
Our project to implement CMS in TSO as a real product was killed during
the nearly completed staffing phase, but our prototype proved that a
virtual machine could be supported inside an MVS (TSO) address space.
Looking at the way OMVS was originally implemented, I always suspected
our prototype may have been used as a guide.

FlexCUB. But it only supports Escon, not Ficon. It emulates 3390 on SAN / PC
type disk.
I think part of the problem is with the support for legacy PDS and files with "hardware
keys". Searching a PDS directory for a member is a very simple CCW chain. And is used a lot in
IPL and NIP. So the first thing that would need to be done is to have IPL and NIP be able to
support PDSE. Or, even better, something which has "members" but is superior to PDSE. I
don't know why z/OS cannot use the CMS file system. It works, as you said, for z/VM. Or use
whatever z/VSE uses for its libraries. I'm not z/VSE literate. And then there is the VTOC. It also
has hardware keys. Now I'm curious how z/VSE supports FBA disks. Time to go look at some books.
