Well I hate to say it that is the only way things get fixed. However instead of 
going through the APAR process. Write a publication request. Each book should 
have in it (usually at the end). I know over the years I have gotten better 
reponse (more useful) than an APAR. Way back when the Boulder people absolutely 
promised to address each pub change request. I believe over the years the have 
mostly honored their promise. Of course that was before the OE people came 
along and broke every IBM rule in the world. But for non OE issues it probably 
quicker using a pub change. I think there is less internal fighting over doc 
changes than APARchanges. There are some exceptions (notably OE) but almost all 
other are reasonably good. Although it is far and few in between there have 
been code changes as a result of pub changes. BTW these code changes are NOT 
quick in coming (so do not hold your breath). Pub changes are usually the 
fastest, IMO.
