Since the problem is lack of information in the message text about
what went wrong, I do not see how a pub change can help. This is not
a situation where the docs can be clearer about how to fix the
problem but a situation where the information about what needs to be
changed/removed to fix the problem is missing from the message text
itself.

The only pub change I can think of that can be made is a statement in
the message description that the code is broken since while it
usually will tell you that something went wrong it does not bother to
tell you WHAT went wrong and that the user must figure how to fix it
without any additional help from IBM.
