I had allways assumed it must be benefit to IBM; the "Business
Justification".

I might be suddenly motivated.

But the above is not a benefit; merely a complaint.  A benefit
should be stated as elimination of the needless effort.  Perhaps
the absence of a properly defined benefit has impeded resolution.
Try rephrasing the benefit.
