Execution above 2G is not provided in z/OS simply because there has been, and still seems to be, no valid business case for the large expenditure it would take to make it a reality. It is certainly a "logical" part of the 64-bit architecture, but if there is no true need, it might never get done for the general case. Data, rather than code, is what is typically truly growing by leaps and bounds.
