Just read the APAR descriptions. Based on what I read the answer seems to be NO. However, it seems you can remove the F CATALOG,DISABLE(AUTOTUNING) command based on the following excerpt from the APAR text (reformatted for emphasis).
Note: The scope of this fix has been reduced from the original intent. This apar was intended to resolve various issues with the Catalog Auto Tuning feature. ****** However, it has been determined that the full implementation of Auto Tuning support would be better done in a development release environment. Therefore, this apar will also disable the Auto Tuning function. ****** As such the MODIFY CATALOG,ENABLE(AUTOTUNING) operator command will not enable the Auto Tuning function, but also will not return an error. The MODIFY CATALOG,REPORT operator command will display AUTOTUNING as a DISABLED FEATURE.
