Many Thanks.  

The problem turned out to be a LNKLST error.  I've now IPL'd the system and 
performed a cold start with JES3.

JES3AUX must be defined to RACF with the trusted attribute

Check (again) LNKLST, LPALST, APF (SYS1.SIATxxx-Libs). IPL with CLPA is 
required (LPALST change)
