Just wanted to know whether a web version of mainframe can be implemented.

There are at least two things to think about here, but let's focus on the
client end and the server end.

The server end will hopefully have a fixed IP Address, and a related port
into which a connection is made by some means, typically TN3270 for TSO
access, but it could be a Browser for HTTP access if the target application
is either HTTP or a WEB enabled CICS region. If the server IP Address is not
static gaining access will be a challenge until the client end is notified
of the change of address, which may well be a manual process.

The client end may well have a dynamic IP Address, especially if the user is
accessing z/OS either from a mobile device or different PCs in different
geographic locations. This should not present a problem unless security
software insists on specific terminal identities in some way.

On a personal note, I access system either from my local LAN, or other
companies offices, or via a USB Modem on my laptop. The only issue with
other company offices has been their firewall rules.
