Yes. Known_hosts may be shared (in /etc/ssh/ssh_known_hosts) but I believe that each user requires his/her own copy of the user keys in /u/<userid>/.ssh
I am fairly certain that the key files (private and public) may be copied to many /u/<userid>/.ssh directories.
