I disagree. IBM knows full well who buys what where. IBM has seen significant growth in China, and knows that most new customers will come from outside of the US. It's probably easier to introduce new facilities here in the States, but eventually most will be available everywhere. One area of concern is that some countries have a very casual regard for copyright laws. Still, given that IBM itself develops hardware and software globally, it only makes for IBM to sell the same hardware and software globally. The playing field is leveling.
