As an example, for CICS that list would include CICS Configuration Manager, CICS Deployment Assistant, and/or CICS Explorer. The last one is available to all CICS Transaction Server customers at no additional charge. Do note that every z/OS customer receives the base IBM Software Configuration and Library Manager (SCLM) as part of z/OS at no additional charge.
