If we could get rid of BNJMTERM that would be great.
Currently the z/OS team here installs a user modification to add the IMS
static resource manager historically known as Mr. Clean because it's
module name is DFSMRCL0 and BNJMTERM into the resource manager list.
With IMS V9 apparently it is no longer required though we have not
removed it just yet. From ...... PQ99185
1. If you are running ONLY version 9 of IMS on your z/OS
system, you do NOT need to install DFSMRCL0 or perform any
special activity related to this APAR. IMS V9 manages its
own resource cleanup routines internally, and does not use
the static resource manager DFSMRCL0.
We still have not found anything that says we can get rid of BNJMTERM.

Long ago and far away, one had to zap BNJMTERM into the list of memory
termination routines in CSECT IEAVTRML of load module IGC0001C to assure
that NetView's memterm cleanup routine got control. I don't know
whether this is still necessary (we added a RESMGR service some time ago
that NetView could use instead).
But if you did do the zap and BNJMTERM cannot be found in the order of
program call, then IPL will fail when NIP is memtermed.
This matches your symptoms perfectly: If you removed NetView completely
but left the zap in place I'd expect to see what you're describing.
