In all CICS upgrades through CTS 2.3, you can simply use the higher-level
DFHSSIN (and DFHCSVC, and if applicable DFHHPSVC) for "everything".  Haven't
done CTS 3.1 yet, but know of no reason why IBM would change their downward
compatibility philosophy.
