If you want to stress test a Web based application, Load Runner will work. We do use it. As far as stressing the application it does work. It does not care if the application is mainframe based, Linux, or Windows. It is HTTP traffic, right?

The problem with any application stress testing tools is keeping the scripts current.

Unless you are doing something that is really unique to z/OS and CICS (3270 or EPI/ECI) then LoadRunner will work. Most any application testing tools that supports web will work.
