Do you want to stress test, or performance measure?
They are two different things. We use Load Runner to stress, and
RMF/SMF to measure. Of couse we are using WAS and not CICS, but we have
WSAM to measure that side.
That I am aware of Load Runner does not have any code that will run on
the mainframe. I know that Load Runner can query any SNMP server to get
information back, but the only SNMP information that I am aware of on
z/OS is network interface type stuff. We have had a Load Runner
consultant ask if DB2, z/OS, or CICS provided and performance
information via SNMP and the answer was no.

We had a sales pitch from LoadRunner but it was not mainframe oriented.
If it's a web application, why would the tool need to be mainframe
oriented?
You might have to use something like loadrunner to "whip" the
application, while measuring performance with your usual tools.
