I assume there are still programs using BDAMish READ
processing rather than QSAM GET processing - processing physical blocks
rather than logical records. Those programs can certainly be written to
handle short blocks, but it's up to the program. The access method won't
do it.
True, with BSAM is it up to the program to deblock records. But since a
FB (not FBS) can legitimately contain short blocks, a BSAM program which
does not handle short blocks is defective (or at least deficient). I
can't imagine why a programmer not willing to take the time to handle
this would use BSAM instead of QSAM anways
