Quick answer - use "TSO %membername". Long answer - updates are always recognised within the boundaries of the sysplex they originated in. If you have to use the update in another sysplex, you need VLFNOTE over there. I have only ever needed it when I had a ring of monoplexes sharing libraries. Got to be such a pain I set up a panel to kick of jobs in all the other systems to do the VLFNOTE in a batch job. I suspect all you'll need is the short answer above.
