Look up this message in the manual. According to the message, DFDSS does not support the CPVOLUME parameter unless the VM volume has an OS- compatible VTOC. ICKDSF INIT on VM will create a VM volume with an OS- compatible VTOC. An ICKDSF INIT on MVS will not create a VM volume. The CPVOLUME parameter only works with a real VM volume.
