In response to your recent post:

My understanding of the system is that there are easy to establish controls for:

CPU Time - Via the TIME parameter on JOB/EXEC with defaults in JES Parms
JOB WAIT Time (JWT) - Via the SMF PARMLIB member

As Radoslaw states there is no equivalent, at least that I am aware of, for 
Wall Clock (Elapse Time).

That said if this is an issue what ought to be possible is to produce some code 
to monitor and axe jobs which exceed a specified duration.

My thinking here is to exploit any automation software, such as NeView/AS that 
you may have. Obviously the frequency of checking would determine the accuracy 
of the 10 minute window, and of course the more frequently the code is executed 
the higher the cost in system overhead.
