Radoslaw, There are multiple ways to do what you want. The simplest way is 
to use DV volser FORCE; consider FORCE rather than as a hammer, but 
as 'PLEASEIMEANIT'. Using FORCE now requires extra authority.

Strange you have both INIT and ERASE actions set.....

Other ways to get rid of the volumes;
1. Confirm the erase action, confirm the init action, run exproc, finally 
DV with REMOVE
2. reclaim from pening release and then release again .... 
RMM CV volser RETPD(1) RELEASE(REPLACE) INIT(N); RMM DV with RELEASE; RMM 
DV with REPLACE (a recent addition to the DV command)
