Has anyone got this working with Top Secret???
Yes, I know of several customers using Top Secret and SMP/E RECEIVE
ORDER successfully and happily.
We got a "cookbook" from CA outlining the steps but so far we
haven't successfully managed to retrieve any service.
A "cookbook"? Is it publically available and can you share the
information within? In any case, what specific troubles are you having
and are you sure they are related to TopSecret?
By the way, I highly recommend you look at the very latest instance of
the SMP/E V3.4 User's Guide, Chapter 4 "Preparing to use Internet
service retrieval."

This chapter has been updated significantly in the past month or so and
should prove more helpful than the original instance of the book.
Infer what you want about our Top Secret admins.
I'm not touching that one.
