Isn't SMP/E Internet Service Retrieval just a sort of FTP implementation??

Nope. Well, FTP is part of it. SMP/E Internet Service Retrieval (SMP/E RECEIVE ORDER command) encompasses both ordering and download of PTFs and HOLDDATA. It submits requests for PTFs and HOLDDATA to an IBM server and automatically downloads the resulting PTF/HOLDDATA packages to your z/OS system. SMP/E uses HTTPS communications to submit the request, monitor the server's status, and obtain download information. Then FTP is used to download the package.

The bulk of the new stuff in SMP/E V3.4 is the HTTPS communications (HTTP with SSL) which uses x.509 certificates, hence the relationship to a security product like RACF or TopSecret or ACF2.
