There are 44 per track.
I used to allocate 20-50 cylinders of directory space.
Then, I rarely had problems.
I never hit a practical limit.
I have seen 500 cylinder directories (IIRC).

But, the type of data stored determines the requirement for directory space.
If I remember:

Straight text/data -- no ISPF statistics.
Data with ISPF stats -- larger.
Load modules -- larger, again.
